Not long ago the Municipality of Maldonado was charged with creating wooden bridges over all the meek .. not at all stops, only a few .. 
not found out anything to say for sure, but I think they did so because in some places the sea has been running more and more sand from the street and there are some access to those beaches that are dificultuosos, as with gullies ..
maybe I'm wrong and they did Just to make it more cute .. I do not know
but love me anyway ..
to say they are better than The Bridges of Madison to fall in love: P
